Emmanuel Zibakalam leads government relations strategy for Pacific Business Advocates, representing corporate and institutional clients before Hawaiʻi’s state and county governments, as well as the federal delegation. He has been lobbying in Hawaiʻi for more than a decade, advising clients on legislative positioning, regulatory navigation, and public-sector engagement across multiple sectors of the economy.

Emmanuel previously served as Campaign Manager for Lieutenant Governor Sylvia Luke, a role that strengthened his understanding of executive branch priorities and deepened his network throughout the state’s political landscape. Over the past 10+ years, he has built trusted, working relationships with key leaders across the Hawaiʻi State Senate and House of Representatives, enabling clients to engage with clarity, credibility, and strategic advantage.

Emmanuel also maintains strong relationships with major labor unions, trade associations, and business organizations throughout the State of Hawaiʻi. His ability to align policy strategy with economic and workforce interests has positioned him as a connector between industry leaders, labor stakeholders, and policymakers, ensuring advocacy efforts are both politically viable and operationally grounded.
